You only need a JDK for building it. A JRE is sufficient to run PyLucene.
If you point out to me the confusing parts of the INSTALL/README files (with patches, even better), I'll fix them.

By the way, are there any Java VMs aside from Sun's which have the
necessary JNI support for JCC?

I expect all of them to have it since it's an essential part of the requirements of actually being a Java Runtime Environment. Even GCJ has a JNI interface even though it has something vastly superior, the CNI.
