Yes, the binaries at http://pylucene.osafoundation.org are built with this
setting.

No, it's general to gcj-PyLucene.
I'd like to recommend you switch to the new PyLucene [1], the one built with
jcc. It does not have this problem. The gcj-based one is on its way to
deprecation.
