>From what I can imagine the algorithm should be:

1. Scan your file and get the average volume level (sampling or full scan)
2. Repeat for all files in your collection
3. Get average for all
4. Start reencoding every file multiplying every PCM sample to the "total 
average"/"song average"

Of course there are many caveats to the process, but in general I think it 
is the way most tools do.
So it is totally possible with pymedia and some Numeric help.
