have you tried tailor (http://progetti.arstecnica.it/tailor)

I've had good experience with it converting perforce to
svn, a branch with about 220 K changesets on mid-end
workstation HW (4 GB Ram / Dual-proc dual core Xeon
1.8 GHz)

I can't remeber the total time it took, but it was in the
2-4 days range. tailor keeps state of where it is in the
process of migration, so it can restart at the same
place in case a problem needs to be manually solved.

The process was more IO bound than CPU bound, I
don't know how well it handles cvs though.
