there is no plan at the moment. For sure, we want to be able to translate pypy on top of pypy, so having a working py3 interpreter is a prerequisite.

I think if I were a large company interested in fronting this kind of money I
would want detailed information on how the money would be spent. How is it
that the Pypy team having access to this money will lead to an implementation
of Python 3?

The plan is to hire one (or more) of the core developers, so that they will be able to work full time on this. We will setup a separate page to answer these questions, including what happens if we don't raise enough money, etc.
