Searching for "pypy windows compile" on google gave me this link as the
top result, which is indeed the latest and greatest instructions for
compiling on Windows:

Please let us know if the instructions are unclear, suggested
modifications would be apprectiated.
Note that you do not need to translate (compile) pypy in order to use
it, in fact the recommended way to use it is to unzip a binary and use
it in a virtual environment, as documented here:
http://pypy.readthedocs.org/en/latest/getting-started.html#download-a-pre-built-pypy
however these are translated with studio .net 2005
