Installation of numpy requires setuptools. Try calling

path\to\pypy\pip install setuptools

Note setuptools (and pip) will be installed automatically if you have created a virtualenv:

virtualenv -p path\to\pypy\pypy.exe path\for\virtualenv

Maybe, you know the mean to bypass this step ; I have to say I'm not experienced and I'm
looking for help to solve this problem.
So, if you have any suggestion I will take and try it.
