Thanks for the patch!  We can simply pass the "declare_as_extern" flag
from rfile.py and get the same effect cleanly.  I've checked it in (so
far it's only in the "default" branch, but it is merged to "py3.8"
regularly).

In this case it's not necessary any more, but in general, yes, we like
patches to live on https://foss.heptapod.net/pypy/pypy/-/issues/ .
