Maybe this file pypy3.10-v7.3.16-win64.zip ( https://downloads.python.org/pypy/pypy3.10-v7.3.16-win64.zip) is not completed, the sha256 value is different from you wrote on the website ( https://www.pypy.org/checksums.html).
