sipPQ is almost ready for an initial, alpha release.

- queries seem to work
- copy in/out seems to work
- large objects seem to work
- notifications seem to work

I have the async functions defined, but I am having a bit of trouble using 
them so that I can test them. I'll probably give up soon and make the release 
anyway.

I am going to write a few more tests tonight, then package it all up into one, 
loveable package, and release it to the world.

Can anyone suggest a better name than sipPQ? There already exists a PyGreSQL, 
which is written in straight C with some Python extension modules. I chose 
sipPQ, because it is literally a sip of the 'pq' library, which is what C 
applications use to connect to a PostgreSQL database.

And on a side note, I noticed Phil Thompson's name appearing in the PostgreSQL 
documentation, on the frontend/backend protocol page. Phil, are you a huge 
PostgreSQL fan as well? Are you still actively contributing to the project?
