PyQt v3.8.1 is available at the usual place at... http://www.riverbankcomputing.co.uk/pyqt/download.php
This is a very minor release to bring the support of the educational version of PyQt up to the level of the educational version of Qt. The only other changes are the updates to QWMatrix.
