Fedora already has a maintainer for PyQt and sip. The important packages you are packaging - qscintilla and eric - are not in the fedora maintenance tree. (I understand that qscintilla requires modifications to the build script for PyQt -- contact the PyQt packager for information on how best to approach this.) Even though Fedora stinks at accepting new packages right now, you may want to try and push those through the project proper. At least it can be in an "extras" directory.
