If anyone else is interested (presip parses h files and generates .sip files that sip uses to create bindings), let me know. The current presip has 2 minor bugs I'm aware of (which rarely occur) that only affect versioning. In it's present incomplete state I'd prefer to release presip only to people who will provide feedback: suggestions, bug reports, etc., or for generating new modules for PyKDE or related projects. At present you need to create your own build script (configure.py) and the doc generation needs a backend to generate html - the only backend right now is PyKDE specific, but probably not hard to hack.
