Not sure if this is your fault or theirs, but the #! for Eric 3 should not be:
#!/Applications/MacPython-2.3/PythonIDE.app/Contents/MacOS/Python
It should be:
#!/System/Library/Frameworks/Python.framework/Versions/2.3/Resources/ Python.app/Contents/MacOS/Python
This works even if the MacPython additions were never installer or have been moved/removed.
Perhaps you should also consider putting it somewhere other than /Applications. /Developer/qt/somewhere or /Developer/Applications/Qt Tools/ would probably be more appropriate.
