I guess because they never were. PyQt4.0.x was for Qt4.1.x (IIRC no support for 4.0 was included in the release). So why should Phil bump the minor versions 2 up for no particular reason? PyQt always had its own version, PyQt3 is 3.16 atm, while Qt is at 3.3.6...
