First time around it is a little tricky to find out what is going wrong when the dll is missing. It may not be trivial for everybody to find out. Could either be included or mentioned in an installation description.

I've just tried out the latest pyqt4 installer for windows, and found

installation should be sorted out by the user?

Isn't it needed by Python anyway?

Not really, since it's the C++ runtime library.
