Yes, assuming you also GPL your own code (anything that links with the GPL'ed PyQt) and thus also distribute your source code under GPL. Many companies do not want to do that. But that was actually never the issue. The issue in the past was that PyQt's licensing required you to paying extra royalties for those users (the people that buy your commercial product) as quasi-PyQt-developers if they could script or extend your application. It was a low fee but still got in the way.
