New issue 200: tox doesn't create `{envtmpdir}`

Tox isn't creating `{envtmpdir}` in my testenvs. The documentation doesn't
explicitly state that it will, but I would expect it to be created.
Sample `tox.ini`:
```
[tox]
envlist = py27,py34
skipsdist = true
[testenv]
whitelist_externals =
/bin/ls
commands =
ls {envtmpdir}
```
Result:
