New issue 311: tox 2.3.1 venv creates malformed pip for jython

Running tox 2.3.1 under both

* CPython 2.7.11
* CPython 3.5.1

When tox creates the venv for Jython (installed via homebrew) the resulting pip 
command has the entire #! bash script invocation line wrapped in a double 
quotes.

```
 #!"/usr/bin/env 
/Users/seanj/w/projects/opensource-openmic-pdb/.tox/jython/bin/jython"
```

When this executed under the default bash shell.

```
bash: .tox/jython/bin/pip: "/usr/bin/env: bad interpreter: No such file or 
directory
```

When I remove the quotes, ./.tox/jython/bin/pip is able to execute properly.
