How about a default file, such as "on launch, python looks for pyidchar.txt ... if you want to override this default file do XYZ" The default default file would be empty (except for comments explaining the syntax) and allow only ASCII. A Swedish volunteer could create and distribute a version for Swedish characters. (And since these would be fairly small text files, some could probably be distributed right in the primary distribution.)
