As per the spec, only the first two lines need to be scanned. By your change, any editor of Python that wanted to follow the spec (like Vim and Emacs, which helped *define* the spec), would need to scan until comments stopped being found at the beginning of the source file. Further, some editors that don't even understand Python are currently able to handle alternate encodings precisely because there is exactly one true way to define encodings: the way Emacs and Vim have defined it, which Python adopted. > > Guido doesn't always overrule everyone. > > Yet he makes the decisions.
