In both cases, after installing it, none of the programs that use python recognize that it has been installed. These programs include WinCVS and Blender and perhaps others. Only installations of older versions of Python are recognized by the programs (I think I'm using 2.3). Issues like this have been discussed there by people who know more than I. Do mention whether you used the 2.4 installer or the newer 2.4.1 installer in case there were any changes. Closing as not a Python bug and most likely not an installer bug.
