Summary: itertools.tee raises SystemError

Initial Comment:
>>> from itertools import tee
>>> tee([],-1)
Traceback (most recent call last):
  File "<stdin>", line 1, in <module>
SystemError: Objects/tupleobject.c:32: bad argument to
internal function

This should be a ValueError instead.
