Summary: _ssl module can't be built on windows

Initial Comment:

Revision 52152 on the release24-maint branch
updated the OpenSSL package to version 0.9.7l,
which causes linking errors due to unresolved
symbols. 

This can be fixed with a backport of patch 1197150:
