Refined guess: it should be <Field type=c_short, ofs=2:1, bits=1>.
Tests for this issue should also cover cases like:
_fields_ = [("A", c_int, 13), ("M", c_short, 5)]
where M should end up being described as <Field type=c_short, ofs=2:0, bits=5>.
