Martin v. Löwis added the comment: This error message is not produced by the Python MSI file, but by Windows installer itself. It computes the set of files that we are about to install, which includes the Microsoft C Runtime DLL. I guess that this file is also in use by Explorer.
It is safe to ignore this warning, and proceed with the installation.
