I don't know if wmemcmp() can be used if wchar_t type is signed. Is there an OS 
with signed wchar_t? If yes, we need to check if wchar_t is signed in configure.

On Windows, wchar_t size is 16 bits, whereas it is 32 bits on Mac OS X and 
Linux (and most OSes).
