Actually the Windows part is not completely true since on Windows
pathnames containing slashes ('/') are also permitted and treated as if
they were backslashes ('\\').
>>> os.path.isabs('/')
True
>>> os.path.isabs('C:/')
True
>>> os.path.isabs('C:\\/')
True
