New submission from Christian Heimes:
On Windows the test_connect_ex_error sometimes fails with EWOULDBLOCK instead
of ECONNREFUSED. Valhallasw sometimes gets the same error with an Ubuntu VM on
Windows. This might be a Windows socket issue.
