I don't think "in" is the right operator for this. You can draw an analogy with
sets:
>>> a = {1,2}
>>> b = {1,2,3}
>>> a <= b
True
>>> a in b
False
In mathematical terms, there is a difference between inclusion (being a subset
of) and containment (being an element of).
