R. David Murray added the comment: I see no reason for this issue to be open. As suggested on the linked bug, the value should be passed as an empty string (which will produce, eg "&foo=&a='1'", which is the "correct" format for such a parameter. Unless someone can point to a "real" web server that does something different with "&foo" than with "&foo=", there is no reason to make a change to Python.
