Steve Dower added the comment: So you've still got the old ucrtbased.dll on the buildbot, which is why we're still seeing the issue. Because it's a different OS I'm not surprised to see a difference between ucrtbase.dll instances.
There should be an installer for the debug runtime somewhere inside your VS install directory (under vc/redist).
