It may be exploitable, but I doubt it can be exploited without providing 
arbitrary Python code.

Anyone still running Python 3.3 on Windows must be building it from source. If 
they haven't noticed crashes from this issue yet, they aren't using the 
feature, and if they have they've probably already applied the patch.
