I wrote PR 12858 to os.confstr("CS_PATH") if available in shutil.which() and
distutils.spawn.find_executable(), but also change the behavior when the PATH
environment variable is set to an empty string: use an empty string, don't use
os.confstr("CS_PATH") nor os.defpath.
