Well, it only doesn't build on 3.9+ (master) due to not being supported going forward. The *buildmaster* needs to be fixed to stop submitting those jobs to unsupported platforms. We need to continue testing 3.7 and 3.8 on Win7 until they go EOL to ensure that no platform breaking changes get backported. This same issue will come up again (on different builders) as Win8 becomes unsupported (3.10, I believe).
