I disabled indexing and antivirus and I didn't see anything else obvious that would access the files, but I'm probably missing something -- I get the same intermittent failure when I build from the source at the 3.8.2 release, but not on a copy of 3.8.2 from python.org, so it's probably some setting that I don't know about for the repo folder.
