Running ctypes.util.find_library with gcc-9, if ldconfig is not available, it falls back to check the output of gcc -Wl,-t -lc to locate the library and then runs objdump on the file it's found to parse out the SONAME. With the gcc-9 the output of that gcc command is slightly perturbed so that /lib64/libc.so is listed before /libc64/libc.so.6.
