Okay, that kind of makes sense. If you try to uninstall 3.10.3 (either through Programs & Features, or through the installer), how far can you get? Hopefully far enough that one of the 3.10.2 options will work, or possibly for a new 3.10.3 install to succeed. Unfortunately, once an install gets corrupted like this, it gets real hard to clean things up. The next option is to find a tool that will remove MSI metadata from your system so you can just delete the installs that way, clean up the files manually, and start fresh.
