Well, it turns out that strftime() is buggy as well:
>>> tp = time.strptime("2009-12-01", "%Y-%m-%d")
>>> locale.setlocale(locale.LC_TIME, "fr_FR.ISO8859-15")

>>> time.strftime("%B", tp)
