Martin v. Löwis <mar...@v.loewis.de> added the comment: wininst*.exe is the binary that gets patched into the zip file when you build a windows installer out of your Python package. wininst-8_d.exe is the debug version of that, so it's not surprising that it is linked with the debug CRT.
What is really puzzling here is that something is trying to execute it on your system. That should never happen.
