That would not be acceptable. Later it seems that you want it added as an option (as opposed to not available). That seems sensible, and indeed, in 3.1, offset *is* an option (with a default of 0). So I am closing this as out-of-date (because fixed).
For future submissions, upload patches to the tracker as a file attached to the issue.
