Why does this need to be in stdlib?

AFAICT, the proposed patch is just:

if <appropriate test>:
   wallclock = time.clock
else:
   wallclock = time.time

which is easy enough to stick in your measuring code or a project's utilities 
module.

If others really want to see this in stdlib, I would prefer to place it in a 
more specialized module such as profile.
