Print form, fill in form, sign form, take photo, upload photo, email photo isn't all that onerous a task. Compared to setting up GPG (or something of that ilk), it's positively straightforward. Please don't blame the PSF for the inadequate state of digital signature technologies and their uncertain place in law.
