The procedure isn't clearly defined, yes.  But in the past I've never seen
such a big thread about it.

Proposal:  create a keymanagem...@python.org (or maybe just k...@python.org)
alias that forwards to all current key managers (other than myself, these are
Brett, Martin and a few others who haven't used the privilege recently).
