I don't know. If he's not very active in writing or reviewing PRs, then perhaps he doesn't _need_ core developer rights. I have a lot of respect for Stefan's experience, and his involvement especially in Cython development (where he's generally eager to solve bugs and other issues). But there are other people for whose experience I have a lot of respect for, yet don't think important to give CPython core developer rights to.
