When this is done, can expose Apache Runtime library methods:

  apr_uri_unparse()
  apr_uri_parse()

and possibly others. The Python equivalents would return or accept the 
urlobject.

  srclib/apr-util/include/apr_uri.h

in Apache source for purpose of these functions and what others could be 
exposed for use in mod_python.
