It's an svn property associated with the file.  The property name is 
svn:keywords, and the value is a space separated list of keywords you'd 
like to have substituted.  Like this:

svn propset svn:keywords "Date Revision" ...file list...

The list of keywords it will handle is
  LastChangedDate (or Date)
  LastChangedRevision (or Revision or Rev)
  LastChangedBy (or Author)
  HeadURL (or URL)
  Id
