I agree with Mark. This sounds less pointless complication and undue maintenance overhead. I would like to propose the opposite approach. Simply remove those functions and the wchar_t cache now. They have been deprecated since 3.3. Yes, there's going to be a bit of pain for a couple downstream projects (mostly Cython), but it should be minor anyway.
