I've only seen ~/.local/ defined there, and only ~/.local/share/ in  
that case.  Anything beyond that is grass-roots, and still pretty  
obscure.

That said, I think extending usage of ~/.local/ is fine for things  
that aren't supposed to be edited or directly used by users.  ~/.local/ 
bin/ seems suspect.
