Well, generally it is a good idea on a developer machine to automatically
start the debugger when a problem in the tested application happens, so
I prefer to not change this setting globally.

However, some time ago I have tried to turn the notifications off in
every way I could find but did not succeed.  Although I'm not sure I found
the article you mentioned.
